In the Reuters/Ipsos poll, 54 percent of Democrats said they believe their party will win control of both the House and Senate in November, up from 49 percent in March. Still, with less than six months to go until Election Day, Democrats face an uphill battle. Republicans currently hold a slim majority in both the House and Senate, and history shows that the party controlling the White House typically loses seats in Congress during midterm elections.
